The County of Lackawanna Transportation System operates a fixed route fleet of 32 vehicles.

1995 - Avail staff developed the very first GPS-based AVL and annunciation system in the United States at COLTS.
2002 - After 7 years, this system passed its shelf life, and a replacement system was bid. It is a testimony to the staff of Avail that Avail was selected to implement a new version of the same system. Installing the latest automatic next stop annunciators, MDC's and new radios we have successfully sold-off this 2nd-generation system. The system provides automated stop annunciation, schedule adherence, AVL, and mobile data communications. The primary goal for Colts is to optimize fleet and driver performance through the use of AVL monitoring and schedule adherence. Since the new system has been placed into operation, the number of complaints on buses being late has gone to zero, as it had with the prior system.
